In this presentation, I take the cross border directive as the starting point. The aim is that prescriptions can be dispensed in a pharmacy in another member state (article 11) and have the member states discuss a sustainable cross border solution for exchanging health data (article 14).

epSOS (European Patients - Smart Open Service) is a large scale pilot project co-financed by the European Commissionen and the participating countries. The pilot will run an extensive practical testing phase over a periode of one year, testing the technical, semantic, legal and organizational concepts developed within the framework of the project. epSOS will test cross-border eHealth services in the areas of Patient Summary and ePrescriptions.

During the pilot an evaluation will take place, both citizens/patients and health professionals will be asked to evaluate the services. This presentation will discuss how different stakeholders have been involved in the specification and evaluation proces. Which challenges does it give to have many stakeholders from different nations and different cultures?

epSOS aims to design, build and evaluate a service infrastructure that demonstrates cross-border interoperability between electronic health record systems in Europe. The epSOS initiative is a proof of concept that directly can be used to test the implementation of the cross border directive and evaluate which challenges this will give. interoperability is specified based on standards. The presentation will discuss the need for standardisation on technical and semantic integrations in order to secure the exchange of health information in the cross border setting.
